IT systems administrator II

This position will provide specialized technical support, configuration, deployment, maintenance, upgrade, troubleshooting, disaster mitigation, and disaster recovery for desktop and peripheral systems, operations, LAN/WAN in the Department’s statewide enterprise environment. It will serve as the primary expert at the Department of Homeland Security and Emergency Management on matters server/systems management, support services and applications. This position is the lead technologist for the agency and is accountable for all IT Systems management. This position is also IT support for our SFMO office located in Albuquerque and the Fire Training Academy in Socorro. Perform planning and analysis; agency/user coordination. Serve as Emergency Management team member in emergency response and recovery.

Salary
$34.05 – $54.48 Hourly

Grants Accountant & Auditor

The Grant Accountant and Auditor is responsible for grant draw downs, reconciliations, and closeouts for disaster and non- disaster grants awarded to our agency. This is done by gathering and compiling necessary data and information from various sources to ensure comprehensive and complete reports. Track and manage tracking logs with daily review of grant revenue and expenditures for DHSEM and FEMA compliance, to ensure accurate coding and reimbursement with grant requirements. Perform monthly reconciliations for each assigned grant and enter adjusting journal entries in SHARE, as needed. This position is required by the Department to draw federal operating funds to cover expenditure from different systems. Prepare and submit accurate and timely quarterly financial reports to FEMA for assigned grants. Collaborate with internal teams to gather relevant information and ensure compliance and deadlines are met for grant requirements.

State Flood Plain Coordinator

The position will manage the States Floodplain Management Program and requires knowledge of the National Flood Insurance Program (NFIP). This position executes extensive cooperation and coordination with the Federal Emergency Management Agency (FEMA). The position conducts workshops, training sessions, and works directly with local governments, other state and federal agencies and the public on floodplain management. This position provides technical assistance to a broad range of customers including state agencies, communities, engineers, property owners, surveyors and other organizations. This position conducts Community Assistance Visits to investigate and assess compliance with the administration of the NFIP.

Emergency Operations Specialist

Position is responsible for implementation of state level emergency response plans in accordance with New Mexico Operations System and Federal requirements. This position supports the department¿s duties set forth in NMSA 9-28-5: coordinate the homeland security and emergency management efforts of all state, local government and tribal agencies, as well as enlist cooperation from private entities such as health care providers; provide information to the general public and private businesses essential to ensuring safety and security and to provide the Governor with timely information relating to emergencies, disasters and acts of terrorism or terrorist threats; coordinate state agency, local and tribal government plans for prevention, preparedness and response with a focus on an all-hazards approach; work with emergency response and emergency management programs, provide assistance in developing and conducting all-hazards response exercises for emergency responders, government officials, health care providers and others; and perform such.

Local Preparedness Coordinator

This position provides emergency management and homeland security technical assistance to local jurisdictions as assigned.  Position ensures functionality, applicability and current relevance of all local emergency management plans. Provides technical assistance with federal National Incident Management System (NIMS) and National Qualification System (NQS). Supports local jurisdiction emergency management exercises and training activities. Assists with communication between State / Federal agencies and local jurisdictions. May be tasked with assisting the NIMS/NQS coordinator by issuing credentials and serving as a point of contact for NQS credential tracking. Serves as the Subject Matter Expert in at least one specific, special project area such as Mass Care / Sheltering, Community Emergency Response Teams (CERT), preparedness planning, or other similar area. Coordinates with other Bureaus and Units in the agency to increase customer service delivery and to maintain situational awareness. Deploys to local jurisdictions as requested to assist with emergency response coordination. Serves in the State Emergency Operations Center as required.

Recovery Officer

The position serves as a Recovery Officer within the Response and Recovery Bureau. The primary focus and responsibilities are to provide assistance in the administration of disaster recovery programs for statewide disasters and emergencies. The incumbent will coordinate and co-administer disaster recovery grant programs, ensuring that they are implemented and carried out according to state and federal program requirements. The programs to be assigned are: 1) State Disaster Assistance Program; 2) FEMA Public Assistance Program; and 3) FEMA Fire Management Assistance Program. Additional recovery programs may be added based on state or federal program requirements. The incumbent must develop and demonstrate competency with state and federal fiscal management practices, track grant payments and other financial transactions, coordinate with FEMA and applicants on project development, review project specifications, conduct project inspections, prepare appeals and other formal project requests, respond to inquiries from the public and other agencies and public presentations.
