Code Enforcement Bureau Chief (DHSEM #10101673)
This position functions as the Bureau Chief over the Code Enforcement Bureau. This position supervises and coordinates all efforts of the Code Enforcement Bureau to meet legal obligations of Fire Code Enforcement as required in Statute 59A-52. This position has statutory responsibility of executing fire and safety inspections of all occupancies throughout the state ensuring the highest level of safety for the occupants and citizens of New Mexico.

Hazardous Materials Coordinator (DHSEM #17933)
The purpose of this position is to work on program or project management and coordination of the Statewide Hazardous
Materials Program Duties include:
- overseeing Hazardous Materials Emergency Preparedness grant application, award, and sub-grant flow-through funding
process - coordinating the federally mandated Emergency Planning and Community Right to Know Act (EPCRA) Program
- providing meeting support to the State Emergency Response Commission (SERC),
- providing meeting support to the State Hazardous Materials Safety Board
- overseeing annual Tier II hazardous materials reporting for the state.

This position is the agency’s designated CFO and responsible for oversight of budget, fiscal processing, reconciliation of the General Ledger, Federal Grants management including Indirect Cost Allocation, Federal reporting, and Fiscal management of Sub-recipients grant allowances.

Code Enforcement Inspector (DHSEM #4236)
The primary purpose of this position is to perform fire and life safety inspections on public occupancies according to state law in. This job requires weekly travel for up to 5 days a week to perform these inspections. This position may be assigned other duties that will not interfere with the primary job duties stated above. This job is a critical function of this agency as fire inspections help maintain public safety throughout the State of New Mexico.

Recovery Specialist (DHSEM #10110940)
The position serves as a Recovery Officer within the Response and Recovery Bureau. The primary focus and responsibilities are to provide assistance in the administration of disaster recovery programs for statewide disasters and emergencies. The incumbent will coordinate and co-administer disaster recovery grant programs, ensuring that they are implemented and carried out according to state and federal program requirements. The programs to be assigned are: 1) State Disaster Assistance Program; 2) FEMA Public Assistance Program; and 3) FEMA Fire Management Assistance Program. Additional recovery programs may be added based on state or federal program requirements. The incumbent must develop and demonstrate competency with state and federal fiscal management practices, track grant payments and other financial transactions, coordinate with FEMA and applicants on project development, review project specifications, conduct project inspections, prepare appeals and other formal project requests, respond to inquiries from the public and other agencies and public presentations.

Grants Accountant & Auditor (DHSEM #10103256)
The Grant Accountant and Auditor is responsible for grant draw downs, reconciliations, and closeouts for disaster and non- disaster grants awarded to our agency. This is done by gathering and compiling necessary data and information from various sources to ensure comprehensive and complete reports. Track and manage tracking logs with daily review of grant revenue and expenditures for DHSEM and FEMA compliance, to ensure accurate coding and reimbursement with grant requirements. Perform monthly reconciliations for each assigned grant and enter adjusting journal entries in SHARE, as needed. This position is required by the Department to draw federal operating funds to cover expenditure from different systems. Prepare and submit accurate and timely quarterly financial reports to FEMA for assigned grants. Collaborate with internal teams to gather relevant information and ensure compliance and deadlines are met for grant requirements.

State Training Officer (DHSEM #00017945)
The State Training Officer supervises two Training Specialists. Serves as the primary point of contact for FEMA, National Domestic Preparedness Consortium, Emergency Management Institute, and other preparedness course partners as needed to local, county, and tribal emergency management professionals. Teaches and facilitates training courses both in-person and virtually in various locations around the state. Converts traditional classes to virtual platforms. Creates reports for leadership and federal funding partners outlining quarterly performance. Works with other units within DHSEM to provide customer service to local stakeholders. Serves in the State Emergency Operations Center, as needed, during emergency center activation and exercises.
